I asked this same question a least once and never received an answer, but from reading the Briggs Modified thread, I have inferred that the magical, mystical number is six from Angie’s post within that thread: @Angie MacEwen wrote:

Even though the CSC numbers aren’t that high, there is still three weeks to go and hey, it could be worse you could be in the Junior 1 4cycle class with zero signed up and no sponsor! 😯
