I assume you are running gas, not methanol. You can try to put duct tape (racer’s tape 😉 ) over the holes on the flywheel cover. The flywheel has fins that help cool the engine the block. Your cylinder head temp may be in the high 300s but the block may be too cool.

If your running methanol, you might have to come back on warmer day.

Hard to start is usually the valve clearance on a Briggs.

Running gas and it starts fine. It just acts like it won’t warm up. How do you richen up a briggs carb? Are there jets? I didn’t know if four strokes need to be rejetted in the winter.

On gas you only need one jet and use the needle to adjust the mixture. If it is too rich or lean it will not come up to temp. Or if it is missing, bogging, cutting out there are other things to look at. The spark plug, the diaphragm, the fuel holes behind the jet for blockage, an air leak between the carb and tank, an air leak from the end cap of the carb.
