Contact SSC racing 888-SSC-KART X27. They are the only ones who can issue a passport. If you give them the seal and serial number, they can track which shop did the rebuild and should be able to issue a passport. There is a cost for re-issued passports I believe, but it’s alot less than a motor inspection.
